Out-of-State Fronting

Scaling Geographic Expansion Without Scaling Headcount

The Situation

Growth for this carrier meant entering new states. Entering new states meant navigating third-party fronting arrangements, each with its own rating engine, data requirements, and manual process for getting a quote from submission to bindable.

The underwriting operations team had become the bottleneck for geographic expansion. Every new state required someone to manually bridge the gap between the carrier's core policy system and the third-party rating engine — pulling data from one place, translating it, entering it somewhere else, and waiting for a response that then had to be re-entered into the original system.

The business development team had identified six new states as priority markets. The operations team looked at the manual rating overhead and said they could realistically support two. The conversation that followed was not comfortable.

What Changed

An automated API bridge was built to handle the full communication cycle between the core policy system and external third-party rating engines. The bridge managed OAuth 2.0 authentication, data translation into the format each rating engine required, response handling, and error management — all without human involvement in the transaction.

Entering a new state became a configuration exercise. The bridge was built to be engine-agnostic, meaning new third-party rating connections could be added without rebuilding the integration from scratch each time.

The Result

All six priority states were entered on the original timeline. No additional operations headcount was added. The manual rating effort that had been consuming underwriting staff time was eliminated entirely for fronting business.

The business development team’s roadmap for the following year included four additional states. The operations team raised no objections.

The expansion strategy was sound. The manual process built around it was the only thing in the way.
